The US has lifted export restrictions on ethane to China, with eight ships heading to China

According to Reuters, the US government sent letters to two major US ethane producers and exporters, Enterprise Products Partners and Energy Transfer, on Wednesday (July 2) local time, revoving a restrictive licensing requirement implemented a few weeks ago, clearing the way for the resumption of ethane exports to China. It is reported that this is a signal that the United States and China are engaged in a truce in the trade war. The report also said that after the restrictions were lifted, eight ships had already set sail for China.

It was reported that the US Department of Commerce took the first step to lift restrictions last week by sending letters to companies such as Enterprise Products Partners and Energy Transfer and informing them that they could load ethane on ships bound for China, but were not allowed to unload ethane in China without authorization.

The report mentioned that about half of the US ethane exports are sold to China, and the halt of US ethane exports will cause damage to the interests of relevant enterprises in both the US and China. At least eight ships set sail for China on Wednesday after they were stranded along the US Gulf Coast in June due to restrictions.

Reuters said that the US Department of Commerce and the White House did not immediately respond to requests for comment. According to a report by Bloomberg of the United States on July 2 local time, Enterprise Products Partners said that the US government has revoked the licensing requirements for transporting ethane to China, paving the way for transporting ethane to Chinese ports without additional approval. The enterprise stated that the relevant parties could directly unload ethane in China without seeking separate authorization from the US side.

On June 27, a spokesperson for the Ministry of Commerce of China answered questions from reporters regarding the China-Us London Framework, stating that recently, with approval, the two sides have further confirmed the details of the framework. China will approve the export applications of controlled items that meet the conditions in accordance with the law. The US side will accordingly lift a series of restrictive measures taken against China. In this regard, international media believe that China and the United States have cleared a key obstacle in the trade friction. Bloomberg of the United States, however, was relatively cautious, stating that although this shows the possible progress that both sides may make after months of trade uncertainty and chaos, it also highlights that the road to reaching a final and definite trade agreement between the United States and China is still long.

At the regular press conference of the Ministry of Foreign Affairs of China on June 27, when asked about the details of the London framework confirmed by China and the United States, spokesperson Guo Jiakun said that the spokesperson of the Ministry of Commerce of China has already answered questions from journalists. What I want to stress is that we hope the US side will work with China to implement the important consensus reached by the two heads of state during their phone call, give full play to the role of the China-Us economic and trade consultation mechanism, enhance consensus, reduce misunderstandings and strengthen cooperation through communication and dialogue, and promote the stable, healthy and sustainable development of China-Us relations.
